MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, November 14, 2011, at 7:00 p.m. 

 

Councilmen present:

Thomas Adams, J. Dee Brooks, Diane Brown, Maureen Donker, Martyy Wazbinski

Councilmen absent:

None

 

Selected Maureen Donker as Mayor for the newly elected City Council. 

 

Selected Marty Wazbinski as Mayor Pro Tem for the newly elected City Council.

 

Adopted Robert’s Rules of Order Newly Revised edition to govern the proceedings of the Midland City Council for the 2011-2013 term.

 

Adopted rules in recognition of the provisions of the Open Meetings Act.

 

Adopted rules in recognition of the provisions of the Freedom of Information Act.

 

Appointed Councilman Adams to the MBS International Airport Commission.

 

Appointed Councilman Brooks to the Midland Area Emergency Medical Board.

 

Appointed Councilman Brown as the City of Midland’s Legislative Director.

 

Recognized Fire Truck Operator Mark A. Kloha as the 2011 Carl and Esther Gerstacker Fire Fighter of the Year Award recipient.

 

Recognized Officer Jai Mahabir as the 2011 Carl and Esther Gerstacker Police Officer of the Year Award recipient.

 

Held public hearing and approved request to install a dedicated bike lane on both sides of Swede Avenue between E. Wackerly Street and E. Patrick Road.  (Yeas:  Adams, Brooks, Brown, Wazbinski   Nays:  Donker) 

 

Authorized the City Attorney to execute final settlement documents regarding the 2010 and 2011 property tax appeal filed by Midland Cogeneration Venture.

 

Approved the Midland Professional Fire Fighters Labor Agreement.

 

Reappointed John Bartos and David Ramaker to the Brownfield Redevelopment Authority.

 

Approved request for a fireworks display from Dow Diamond property on December 31st as part of the Midnight on Main celebration.

 

Accepted resignation of Mary Ann Woodbury from the Library Board.

 

Authorized issuance of purchase order to Cummins Bridgeway of Saginaw, Michigan for a back-up generator for the Midland Mall Pump Station; Bid No. 3380, in the amount of $21,920.

 

Authorized increase of $20,545 to existing purchase order to Elmer’s Crane and Dozer, Inc. of Traverse City, Michigan for the delivery of cover sand at the Landfill.

 

Authorized issuance of purchase order to CDWG for the purchase of desktop computers in the amount of $32,540.

 

Waived bid requirement and approved purchase of 13,402 gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $41,787.44 that was executed by the Purchasing Agent on October 20, 2011.

 

Waived bid requirement and approved purchase of 13,399 gallons of unleaded fuel from Hirschman Oil of Reese, Michigan for $35,654.74 that was executed by the Purchasing Agent on October 20, 2011.

 

 Set public hearing on Monday, December 5, 2011, at 7:00 p.m. on Zoning Text Amendment No. 154.
