OFFICIAL SYNOPSIS
MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, December 5,
2011, at 7:00 p.m. Mayor Donker presided
with all Councilmen present.
Recognized Leonardo Garcia for his years of service
to the City of Midland.
Recognized Gerald Ladwig for his years of service
to the City of Mdland.
Received and filed the Michigan Department of Transportation’s report
regarding safety improvements at Patrick Road and B.R. 10 using the roundabout
concept.
Held public hearing and approved Zoning Text Amendment No. 154.
Acknowledged receipt of the 2011 Local Officers’ Compensation Commission
Determinations and directed the City Manager to place the 2011 LOCC
Determinations on the December 19, 2011, City Council Agenda.
Received and filed the 2011 Construction Progress Report.
Received and referred requests for capital projects to the Engineering
Department for consideration of inclusion in the 2012 Construction Program.
Made the following Traffic Control Orders permanent:
D-11-04 The intersection of Eastlawn Drive and
Waldo Avenue shall be controlled by traffic signal operation.
R-11-02 Bay City Road shall be converted from
one-way traffic to two-way traffic from Saginaw Road to Walter Street.
Waived bid requirement and approved purchase of 13,400
gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $45,828 that
was executed by the Purchasing Agent on November 16, 2011.
Authorized increase to purchase order with M &
M Stump Removal up to $28,000 relating to the Emerald Ash Borer project.
Authorized execution of lease agreement with
Charter Communications for the leasing of ground space for the placement of a
communications facility on the Jefferson Water Tower Site, with the first year
annual rental rate of $3,500.
Set public hearing for Monday, December 19, 2011, at 7:00 p.m. on the
request from Quad/Graphics, Inc. for an Industrial Facilities Tax Exemption
Certificate.
Set public hearing for Monday, December 19, 2011, at 7:00 p.m. on the
proposed amendment to the 2011-12 Equipment Revolving Fund budget.
