OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

A regular meeting of the City Council was held on Monday, December 19, 2011, at 7:00 p.m. Mayor Donker presided with all Councilmen present.

Held public hearing and approved request from Quad/Graphics, Inc. for an Industrial Facilities Tax Exemption Certificate.

Held public hearing and approved the 2011-12 Equipment Revolving Fund budget amendment for the replacement of a wrecked police patrol car.

Made Traffic Control Order No. S-11-06 permanent – traffic signal at the intersection of Saginaw Road and Austin Street shall be removed and that Austin Street shall stop for Saginaw Road.

Received and filed the City and County of Midland Joint Building Authority Audit for the year ended June 30, 2011.

Denied rejection of the 2011 Determinations of the Local Officers’ Compensation Commission. (Yeas: None Nays: Adams, Brooks, Brown, Donker, Wazbinski)

Approved request to conduct an obstacle race event June 1-2, 2012, in the City Forest area, using amplified sound and charging a fee.

Accepted revised Easement Agreement from the City of Midland to Superior Metal Recycling for their water main on city-owned property.

Authorized issuance of purchase order to Schaefer Systems International of Charlotte, North Carolina for the purchase of additional Residential Refuse and Yard Waste Carts, in the amount of $24,569.58.

Waived bid requirement and approved purchase of 13,700 gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $39,825.90 that was executed by the Purchasing Agent on December 9, 2011.

Approved Change Order Nos. 6 & 7, to finalize the contract with Christman Company of Lansing, Michigan for the construction of the Gas-to-Energy Plant and the Landfill Compressor Building, bringing the total contract value to $8,697,831.

Authorized issuance of purchase order to William E. Walter of Flint, Michigan for the Civic Arena – Heat Exchanger Replacement, Bid No. 3383, in the amount of $24,950.

Set public hearing for Monday, January 9, 2012, at 7:00 p.m. on Zoning Petition No. 576 – rezoning property at 4671 S. Saginaw Road from Residential A-1 to Regional Commercial zoning.
