MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, March 26, 2012,
at 7:00 p.m. Mayor Donker presided with all Councilmen present.
Held first reading of an ordinance to amend the
Downtown Development Authority Tax Increment Financing Plan No. 1, Amendment
No. 3.
Held first reading of an ordinance to amend Section 30-5 - Downtown
Development Authority District Boundaries and set a public hearing for Monday,
May 7, 2012, at 7:00 p.m. on the proposed boundaries.
Held first reading of an ordinance establishing new ward boundary lines for the five wards within the City of Midland.
Held first reading of an ordinance establishing election precinct boundary lines within the five wards.
Received and filed a draft policy regarding consideration and issuance
of Industrial Facilities Tax Abatements.
Reappointed members to various boards and
commissions.
Named City Manager as Transportation Coordinator and stated City’s
intentions to provide public transportation services and apply for Federal and
State Financial Assistance.
Authorized execution of Easement Agreement for Overhead
and Underground Electric Lines on City-owned property.
Approved request to conduct re-enactment activity
during week-long Midland County Historical Society camp.
Recognized the Michigan Baseball Foundation as a
non-profit organization in the community for the purpose of registering with
the Charitable Gaming Division of the Michigan Lottery.
Authorized the execution of Change Order No. 2 to the 2011 Curb
Replacement and Pavement Patching; Contract No. 3 in the amount of
$85,000.
Authorized execution of contract with Highway Maintenance &
Construction Company, Inc. for the 2012 Surface Treatment & Crack Sealing
Program; Contract No. 4, in the amount of $515,000.
Authorized the execution of Michigan Department of
Transportation Contract No. 12-5032 for the reconstruction of Salzburg Street
and Saginaw Road to Waldo Avenue.
Authorized issuance of purchase order to Advanced
Underground Inspections, LLC of Westland, Michigan for Manhole Rehabilitation,
Bid No. 3409, in the amount of $99,950.
Set public hearing for Monday, April 9, 2012, at 7:00 p.m. on the
proposed 2012 Landfill Fund budget amendment to increase revenues and
appropriations by $257,311 to purchase a wheel loader.
Set public hearing for Monday, April 9, 2012, at 7:00 p.m. on the
proposed 2012 Water Enterprise Fund budget amendment to increase revenues and
appropriations by $100,000 to extend 12-inch water main from its current
termination point at West Wackerly Street near the McKay Press facility.
