OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, July 9, 2012, at 7:00 p.m.  Mayor Donker presided with all Councilmen present.

 

Held public hearing and approved the 2012-13 Grace A. Dow Memorial Library budget amendment to recognize revenues and expenditures for the resurfacing of the public parking lot.

 

Held second reading and adopted an ordinance amending Section 30-5 – Downtown Development Authority District Boundaries.

 

Held second reading and adopted an ordinance amending the Downtown Development Authority Tax Increment Finance Plan No. 1, Amendment No. 3.

 

Approved Site Plan No. 313 – VC Energy, LLC.

 

Confirmed the reappointment of Joe Kozuch to the Center City Authority.

 

Approved request to conduct a 5K Run/Walk in conjunction with the annual Riverdays Festival on Saturday, July 21, 2012.

 

Waived bid requirement and authorized purchase of automated services from the Valley Library Consortium for the Grace A. Dow Memorial Library for the 2012-13 fiscal year in an amount not to exceed $75,000.

 

Waived bid requirement and approved purchase of 13,403 gallons of unleaded fuel from Hirschman Oil of Reese, Michigan for $38,091.33 that was executed by the Purchasing Agent on June 18, 2012.

 

Waived bid requirement and approved purchase of 12,802 gallons of diesel fuel from Karbowski Oil of Bay City, Michigan for $35,243.91 that was executed by the Purchasing Agent on June 18, 2012.

 

Authorized issuance of purchase order to AIS/JDE Equipment of Traverse City, Michigan for $100,994 based on the State of Michigan’s Extended Purchasing Program contract pricing.

 

Authorized increase to purchase order to M & M Stump Removal up to the amount of $40,000 for stump removals.

 

Authorized issuance of purchase order to Michigan Surveyors Supply of Wixom, Michigan for the purchase of a robotic survey instrument in the amount of $33,716.30.

 

Authorized issuance of purchase order to Kennedy Industries of Milford, Michigan for the Wastewater – Pump Replacement, Bid No. 3439, in the amount of $22,500.

 

Set public hearing for Monday, July 23, 2012, at 7:00 p.m. on the request from ECO Bio Plastics Midland, Inc. for an Industrial Facilities Tax Exemption Certificate.

 

Set public hearing for Monday, August 27, 2012, at 7:00 p.m. on the Center City Authority Tax Increment Financing Plan.
