MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, July 23, 2012,
at 7:00 p.m. Mayor Donker presided with all Councilmen present.
Held public hearing and approved ECO Bio Plastics Midland, Inc. request
for an Industrial Facilities Tax Exemption Certificate.
Held first reading of an ordinance amending Section
21-70 – Civic Arena Fees.
Approved the establishment of a receiving board for
Elections conducted in the City of Midland.
Appointed Kristin Riddle to the West Main Street
Historic District Commission for a term to expire June 30, 2014.
Approved request for the Salvation Army SHARE summer day camp to conduct
a 5K Run/Walk on Saturday, August 4, 2012.
Approved request for Survivors of Suicide to conduct a Walk for Hope
Walk/Run on Sunday, August 12, 2012.
Authorized execution of Contract with McGuirk Sand-Gravel, Inc. of Mt.
Pleasant, Michigan for the 2012 Austin Storm Sewer; Contract No. 13, in the
amount of $49,770.
Authorized issuance of purchase order to Schaefer
Systems International of Charlotte, North Carolina for the purchase of
residential refuse and yard waste carts, in the amount of $24,321.92.
Authorized issuance of purchase order to Midland
Pool & Recreation of Midland, Michigan for the purchase of pool chemicals,
in the amount of $24,757.
Waived bid requirement and approved purchase of 12,800
gallons of diesel fuel from Karbowski Oil of Bay City, Michigan for $36,800
that was executed by the Purchasing Agent on July 10, 2012.
Waived bid requirement and approved purchase of Electronic Online
Services and Materials for the Grace A. Dow Memorial Library from Gale of
Farmington Hills, Michigan for the 2012-13 fiscal year in an amount not to
exceed $50,000.
Waived bid requirement and approved purchase of services for the Grace
A. Dow Memorial Library from Mideastern Michigan Library Cooperative for the
2012-13 fiscal year in an amount not to exceed
$30,000.
Waived bid requirement and approved purchase of Electronic Online
Services and Staff Training for the Grace A. Dow Memorial Library from the
Midwest Collaborative for Library Services for the 2012-13 fiscal year in an
amount not to exceed $50,000.
Authorized issuance of purchase order to Advanced Underground
Inspections, LLC of Detroit, Michigan based on previously approved unit costs
for the rehabilitation of approximately 65 sanitary manholes, in the amount of
$100,000.
Authorized issuance of purchase order to Bay Farm
Services, Inc. of Bay City, Michigan for the purchase of perimeter fencing for
the Landfill, in the amount of $35,475.
Authorized issuance of purchase order to Stantec
Consulting of Michigan for the Wastewater Treatment Plant Phase IV Engineering
for the Sluice Gate Replacement, in an amount not to exceed $25,000.
Waived bid requirement and authorized execution of five-year lease
agreement with Spartan Distributors for new E-Z Go carts for Currie Municipal
Golf Course.
Set public hearing for Monday, August 13, 2012, at 7:00 p.m. on the
proposed amendment to the 2012-13 Major Street Fund budget to fund additional
construction costs related to the 2012 Salzburg Road construction project.
