OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, October 15, 2012, at 7:00 p.m.  Mayor Donker presided with all Councilmen present.

 

Held public hearing and approved Zoning Text Amendment No. 155 – changing the method of measuring the setback from an unobstructed sight area under specified conditions. 

 

Held public hearing and approved request from the Dow Chemical Company for an Industrial Facilities Tax Exemption Certificate.

 

Established the 2013 regular meeting dates for the Midland City Council.

 

Accepted $3,000,000 grant from The Herbert H. and Grace A. Dow Foundation to fund infrastructure and interior improvements at the Library.

 

Accepted $68,400 grant from the Midland Area Community Foundation for updating playground equipment in neighborhood parks.

 

Received and filed the City and County Joint Building Authority Audit for the year ended June 30, 2012.

 

Approved annexation of property located at 5600 Falcon Way from Homer Township through the joint resolution process.

 

Approved circulation of the City of Midland Master Plan Update for review by the public, neighboring jurisdictions and other entities and directed the Planning Commission to hold an open house for the public.

 

Accepted resignation of Zachary Prior from the Downtown Development Authority.

 

Authorized sale of a surplus tractor to Bader and Sons of St. Louis, Michigan.

 

Approved request from Girl Scouts Heart of Michigan to conduct an event on Saturday, October 20, 2012, utilizing public right-of-ways.

 

Approved request from Tri-City Cyclists to conduct a Cyclocross bike race event in Stratford Park on Sunday, December 9, 2012.

 

Authorized increase of $60,000 to existing purchase order to CTI and Associates, Inc. of Wixom, for general engineering services at the Landfill.

 

Authorized increase of $22,250 to existing purchase order to Pat’s Gradall Services, Inc. of Midland, Michigan for cover sand at the Landfill.

 

Waived bid requirement and approved purchase of 13,700 gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $45,223.70 that was executed by the Purchasing Agent on September 27, 2012.

 

Authorized issuance of purchase order to Agroscaping, Inc. of Swartz Creek, Michigan for the street tree replacement program, in an amount not to exceed $40,000.

 

Set public hearing for Monday, October 29, 2012, at 7:00 p.m. on a proposed 2012-13 Grace A. Dow Memorial Library budget amendment to recognize receipt of grant funds to increase revenues and expenditures by $3,000,000 for library improvements.

 

Set public hearing for Monday, October 29, 2012, at 7:00 p.m. on a proposed 2012-13 General Fund budget amendment to recognize a grant and increase revenues and provide additional appropriations of $68,400 for playground equipment.

 

Set public hearing for Monday, October 29, 2012, at 7:00 p.m.  on a proposed 2012-13 Water Enterprise Fund budget amendment to increase revenues by $75,720 and $8,325, and to increase appropriations for the Phase I Filter Clear Well Repair Project at the Water Treatment Plant. 

 

Set public hearing for Monday, November 12, 2012, at 7:00 p.m. on Zoning Petition No. 581 – rezoning property located at 1334 Stark Road from Township zoning to Residential A-1.

 

Set public hearing for Monday, November 12, 2012, at 7:00 p.m. on Zoning Petition No. 582 – rezoning property located at 9203 Eastman Avenue from Township zoning to Residential B.

 

Set public hearing for Monday, November 12, 2012, at 7:00 p.m. on Zoning Petition No. 583 – rezoning property located at 7730 West Wackerly Street from Township zoning to Industrial A.

 

Set public hearing for Monday, November 12, 2012, at 7:00 p.m. on Conditional Use Permit No. 42 – Midland Rental Properties, LLC.

 

Set public hearing for Monday, November 12, 2012, at 7:00 p.m. on Zoning Text Amendment No. 156 – sign regulations for Downtown Northside Overlay District.
