OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, March 11, 2013, at 7:00 p.m.  Mayor Donker presided with all Councilmen present.

 

Held second reading and adopted an ordinance amending Section 21-71 – Golf Course Fees.

 

Denied resolution directing City Manager to prepare a report on the 2013 Sidewalk Improvement Program.  (Yeas:  None   Nays:  Adams, Brooks, Brown Wilhelm, Donker, Wazbinski)

 

Received and filed the Quarterly Financial Report for the quarter ending December 31, 2012.

 

Received and filed the Five-Year Comprehensive Sewer Report.

 

Named City Manager as Transportation Coordinator and stated City’s intentions to provide public transportation services and apply for Federal and State Financial Assistance.

 

Amended resolution approved October 15, 2012 for an Industrial Facilities Exemption Certificate for The Dow Chemical Company.

 

Authorized issuance of purchase order to J.E. Johnson of Midland, Michigan for the Wastewater Treatment Plant Administration Building HVAC Improvements, Bid No. 3491, in the amount of $183,650.

 

Authorized execution of agreement with Wigen Tincknell Meyer & Associates of Saginaw, Michigan for architectural services for the Grace A. Dow Memorial Library interior improvements, in an amount not to exceed $85,478.

 

Authorized issuance of purchase order to AVI Systems of Byron Center, Michigan for the purchase of Television Encoders and an Audio/Visual Distribution Amplifier, in the net amount of $32,727.

 

Authorized execution of contract with Robbin Harsh Excavating, Inc. of Clare, Michigan for the “2013 Orchard Drive Reconstruction; Contract No. 2”, in the amount of $193,181.

 

Authorized issuance of purchase order to Spartan Distributors of Sparta, Michigan for the purchase of a wide-area mower based on the State of Michigan’s Extended Purchasing Program, in the amount of $84,680.43.

 

Waived bid requirement and approved purchase of 13,402 gallons of unleaded fuel from Hirschman Oil of Reese, Michigan for $39,958.06 that was executed by the Purchasing Agent on February 4, 2013.

 

Waived bid requirement and approved purchase of 12,600 gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $43,578.36 that was executed by the Purchasing Agent on February 11, 2013.

 

Waived bid requirement and approved purchase of 6,500 gallons of unleaded fuel from Hirschman Oil of Reese, Michigan for $20,117.50 that was executed by the Purchasing Agent on February 22, 2013.

 

Waived bid requirement and approved purchase of 7,000 gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $23,471 that was executed by the Purchasing Agent on February 22, 2013.

 

Authorized issuance of purchase orders to the State of Michigan’s selected vendors, Red Holman GMC of Westland, Michigan in the amount of $20,220 for the purchase of a pickup truck, Snethkamp Dodge of Lansing, Michigan in the amuont of $64,571 for the purchase of one crew-cab pickup and one aerial truck chassis and to the U.S. General Services Administration’s approved vendor, Altec Industries of Birmingham, Alabama, in the amount of $58,505 for one aerial lift unit.

 

Authorized issuance of purchase order to M & M Stump Removal of Midland, Michigan for Stump Removal Services up to the amount of $48,000.

 

Set public hearing for Monday, April 8, 2013, at 7:00 p.m. on Conditional Use Permit No. 45 – request to permit a second one-family dwelling on a lot located at 307 Sam Street in a Residential B Multiple-Family district.

 

Set public hearing for Monday, April 8, 2013, at 7:00 p.m. to consider revisions to the City of Midland Zoning Ordinance No. 1585, adopted November 8, 2004.
