MIDLAND CITY COUNCIL

A regular meeting of the City Council was held on Monday, April 29, 2013, at 7:00 p.m. Mayor Donker presided with all Councilmen present.

Proclaimed May 13, 2013, as In His Service Circle Day in the City of Midland.

Held public hearing and approved Zoning Petition No. 584 – rezoning property located at 400/410 North Saginaw Road from Residential A-1 Single-Family Residential District to Residential B Multiple-Family District Zoning. (Yeas: Adams, Brooks, Brown Wilhelm, Wazbinski Nays: Donker)

Held public hearing on the City Manager’s Proposed 2013-14 Budget.

Held public hearing and approved amendment to the 2012-13 Budgets and Financial Working Plans.

Held public hearing of necessity and approved the 2013 Downtown Economic Revitalization Public Improvement Special Assessment District.

Accepted the 2013 Downtown Economic Revitalization Public Improvement Special Assessment District Special Assessment Roll and set a public hearing on said roll for Monday, May 20, 2013, at 7:00 p.m.

Approved Site Plan No. 316 – Stratford Village Expansion.

Adopted the “River Assessment and Flood Warning Procedures, Tittabawassee River and Tributaries” report as an official plan of the City of Midland.

Approved request from the Great Lakes Bay Animal Society to hold the 1^st annual Fast and the Furriest 5K Run/Walk event on Saturday, May 4, 2013.

Approved request from Ike’s Mobile Kayak Rentals to hold a ribbon cutting ceremony on Friday, May 3, 2013 and a free paddle day on Saturday, May 4, 2013, utilizing the Farmers Market.

Appointed Richard Olson to the Dial-A-Ride Advisory Commission for a term to expire June 30, 2016.

Authorized issuance of purchase order to Midland Pool & Recreation of Midland, Michigan for the purchase of pool chemicals in the amount of $26,460.

Authorized issuance of purchase order to Agroscaping, Inc. of Swartz Creek, Michigan for the planting of trees in the city rights-of-way, in an amount not to exceed $25,000.

Waived bid requirement and approved purchase of 13,401 gallons of unleaded fuel from Foster Blue Water Oil of Bay City, Michigan for $38,375.10 that was executed by the Purchasing Agent on April 9, 2013.

Waived bid requirement and approved purchase of 1,151 gallons of unleaded fuel and 11,454 gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $33,732.03 that was executed by the Purchasing Agent on April 18, 2013.

Authorized issuance of purchase order to Central Concrete of Midland, Michigan for the construction of a picnic pavilion at Emerson Park, in the amount of $38,412.

Authorized issuance of purchase order to ETNA Supply Co. of Grand Rapids, Michigan for inventory purchases of water fittings, in the amount of $28,310.

Authorized increase of $12,750 to existing purchase order to Fishbeck, Thompson, Carr & Huber of Grand Rapids, Michigan for engineering services relating to raw water pump upgrade, bringing the total purchase order to $51,737.

Authorized execution of MDOT Contract No. 2013-0183 for design services related to pavement reconstruction at Jack Barstow Airport.

Authorized execution of contract with Highway Maintenance & Construction Company, Inc. of Romulus, Michigan for the “2013 Surface Treatment & Crack Sealing Program; Contract No. 4”, in the amount of $500,000.
