MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, June 10, 2013, at 7:00 p.m.  Mayor Donker presided with all Councilmen present.

 

Proclaimed June 17-23, 2013, as Amateur Radio Week in Midland.

 

Held public hearing and approved Zoning Petition No. 585 – rezoning property located at 4120 Isabella Street from Regional Commercial to Office Service 50 feet west and from Office Service to Residential A-1 single-family residential district 30 feet south.

 

Held first reading of an ordinance to amend Section 28-52 – Water Rates.

 

Held first reading of an ordinance to amend Section 28-182 – Sewer Capital Charges.

 

Held first reading of an ordinance to amend Section 28-163 – Sewer Rates.

 

Approved Site Plan No. 318 – SSP Office Building for plan review and approval of a two-story office building located at 409 Ashman Street.

 

Accepted donation of $37,000 from the Midland Softball Association for the construction of a picnic pavilion at the Redcoats Softball Complex.

 

Authorized the Midland Explorers Booster Club to host a beer tent at Emerson Park July 26-28, 2013, in conjunction with the state softball tournament.

 

Approved request from Line Drive Women’s Softball Club to host two girls softball tournaments in Midland.

 

Accepted gift of $141,350 from The Herbert H. and Grace A. Dow Foundation for converting the north arena of the Midland Civic Arena into a turf facility.

 

Set public hearing for Monday, June 24, 2013, at 7:00 p.m. on the proposed 2013-14 Civic Arena Fund budget amendment to increase revenue and expenditures by $141,350 for Midland Civic Arena turf facility conversion.

 

Approved levy and collection of taxes for the July 2013 tax roll for Midland Public Schools, Midland County Educational Service Agency, Bay City Public Schools, Bay-Arenac Intermediate Schools and Delta College.

 

Approved levy of taxes for the July 2013 tax roll for special assessments and accounts receivable.

 

Approved request to utilize light pole on northeast corner of Gordon and Main Street from June through December 2013 to hang Mackinac Center 25th Anniversary Banner.

 

Named the Mayor as the elected City Official to the Midland Area Transportation Study (MATS) Policy Committee and authorized the City Manager to assign City staff members as needed to MATS committees. 

 

Extended contract with Brodart Company for book ordering and processing services for the Grace A. Dow Memorial Library through fiscal year 2013-2014 in an amount not to exceed $200,000.

 

Waived bid requirement and approved purchase of 13,500 gallons of diesel fuel from Hirschman Oil of Reese, Michigan for $41,143.95 that was executed by the Purchasing Agent on May 15, 2013.

 

Waived bid requirement and approved purchase of 13,400 gallons of unleaded fuel from Hirschman Oil of Reese, Michigan for $40,213.40 that was executed by the Purchasing Agent on May 15, 2013.

 

Authorized issuance of purchase order to Northwood Concrete LLC of Midland, Michigan for the 2013 Sidewalk Replacement Program for the months of July through December 2013, in an amount not to exceed $75,000.

 

Authorized execution of contract with P.K. Contracting of Lake City, Michigan for the 2013 Pavement Marking Program; Contract No. 16, in the amount of $52,690.
