The City's Planning Department is dedicated to providing leadership in achieving the public's vision of an ideal community. This is accomplished through the department's responsibilities, which include establishing community development objectives; researching and monitoring growth and development within Midland; preparing development plans and programs; assisting other City departments, governmental agencies, and the public on planning/community development matters; assisting boards and commissions involved in planning/development; reviewing and reporting on development proposals that affect growth; coordinating development activities affecting city growth; administering City duties with respect to the Federal Flood Insurance Program, and; planning, administration, and implementation of the Community Development Block Grant program.

Rummage/Yard Sale Signs

City of Midland regulations for garage/yard sale signs are outlined below.

  • Yard/rummage sale signs may appear on your property for up to four (4) consecutive days.
  • The maximum size allowed for signs is six (6) square feet.
  • The top of each sign must be no more than 30” above the top of the roadway.
  • Each sign must have the owner’s name and address on it.
  • Before placing any signs on the outlawn in front of any property other than your own, you must get permission from the property owner.
  • Signs placed inside the public right-of-way may not obstruct or interfere with vehicle or pedestrian traffic.
  • A sign may be placed in the public right-of-way from 8 a.m. Thursday to 8 a.m. Monday. After Monday at 8 a.m., signs must be removed.

Planning Department:  (see info. at left)

Housing Department:  Housing oversees affordable housing issues for the community including allocation of Community Development Block Grant funds to assist in code compliance, construction of affordable housing options, and operation of two senior housing facilities - Washington Woods and Riverside Place.

Building Department:  The department regulates the design, construction, quality of materials, use and occupancy, location, and maintenance of all properties, buildings and structures defined by the City's Code of Ordinances.  The department is also charged with enforcing State construction codes and administering various building permits.
