Preliminary Plats
Time Required
The average time required to complete the preliminary plat review process varies
between 45 to 90 days.
The applicant should consult the Planning Department for advice regarding the
feasibility of the proposed subdivision. A copy of the City of Midland’s
Subdivision Control Ordinance should be given to the applicant as it contains
detailed instructions of this procedure.
Procedure
Proprietor
Submits five (5) copies of the preliminary plat in 24”x36” size, one (1) copy of
the preliminary plat in 11”x17” size, and a letter of submittal to the City
Planning Department along with a $75 filing fee. Checks should be made payable
to The City of Midland.
Planning Department
Sets a public hearing date for the plat review. The date shall be at the first
opportunity possible, but not less than fifteen (15) days from submission.
Places a notice of the hearing in the newspaper at least ten (10) days prior to
the date of the hearing.
The proprietor and all abutting property owners are notified of the public
hearing by first class mail at least ten (10) days prior to the hearing.
Prepares a staff report for the Planning Commission.
Planning Commission
Conducts a public hearing.
Recommends approval, approval with conditions, or disapproval of the preliminary
plat to the City Council.
City Council
Receives the recommendation and proposed preliminary plat from the Planning
Commission.
Tentatively approves, tentatively approves with modifications, or disapproves
the preliminary plat review within ninety (90) days of filing.
Proprietor
Takes preliminary plat to the Water Department for approval.
If approved, applies to the City Council for final preliminary plat approval.
City Council will approve the final plat once the Planning Director certifies
that it is in conformance with the preliminary plat.
