Northside Overlay District
Update: On Tues., Jan. 12, 2010, the Planning Commission held
a public hearing on Draft 4 of a proposed amendment to the Zoning Ordinance
pertaining to the downtown overlay district. Based on comments heard during that meeting,
Amendment Draft
5* has been created.
An updated proposed map of the district is below.
Project Background: The City of Midland, with the financial assistance and support of the Entranceway Initiative Task Force and the Midland Area Community Foundation, is undertaking a progressive project to guide
the future re-development of properties bounded by and within the E. Indian
Street and W. Buttles Street corridor.
As part of this project, the City hired LSL Planning, Inc.
in December 2008 to create new zoning regulations that would allow new mixed use developments and create a more pedestrian-oriented environment. The intent is to create a transitional area that provides a gateway supporting the downtown while protecting existing, surrounding properties from
any potential negative impact from the re-development projects.
Toward that end, a new committee, the Northside Overlay Advisory Committee, has been created to help formulate new zoning regulations and ensure that all new
re-development projects comply with these standards. Once regulations are developed, they will be brought
first to the Planning Commission, then to City Council for consideration
and approval.
The project strategy
includes creating a new kind of development tool called a Form-Based Code Overlay Zone,
which prescribes more specific and detailed development patterns to create the desired mixed use, pedestrian-oriented character. Implementing this type of code
will help support historic preservation, develop a diverse neighborhood, and
promote a desirable urban environment.
