Cable Issues
Midland residents receive cable television
service from Charter Communications Company. The City of
Midland has granted Charter Communications a non-exclusive franchise
to operate within the City's public rights-of-way. Since the
franchise is non-exclusive, other cable companies are welcome to
obtain a similar non-exclusive franchise from the City in the same
fashion as Charter Communications Company. At this time, no
other cable operator chooses to compete with Charter.
In accord with the U.S. Cable Acts of 1984, 1992 and 1996, the City
Council may not regulate cable television rates except for the Basic
Service tier (channels 2-25, 97,98,99). A codified version of
the cable acts can be found in

47 of the U.S. Code.
