Liquor Licenses

The City Manager is responsible for preparing an annual review of each liquor licensee in the City of Midland.  This applies only to alcoholic beverage licenses for consumption on the premises.  This includes Class C, Hotel B, Tavern, Resort and Class D (private club) licenses.

All liquor licenses are issued by the Michigan Liquor Control Commission (LCC) based upon a quota of one license per every 1,500 in population. There are currently (27) Class C, (2) Hotel B, (2) Resort, and (5) Class D licenses issued in the City of Midland.  The resort licenses and the Class D licenses are not subject to the quota system.  The current quota for the balance of licenses in the City of Midland, based upon the 2000 Census, is (28) licenses. At the present time, two of the Class C licenses are in escrow.

Prior to issuance by the LCC, the City Council is required to make a recommendation to the LCC on each liquor license application filed with the LCC. In addition to the LCC application, each applicant must complete a City application and pay an application fee of $250.00 for the transfer of ownership, transfer of location, or transfer of ownership and location of a liquor license.
